Dear  professors, and postgraduates of 2019:

为加强硕士研究生培养过程管理，保障学位论文质量，根据《中华人民共和国学位条例》和《关于制定硕士研究生培养方案的指导意见》（湖师院发〔2018〕43号）文件要求，现将2019年度研究生开题报告工作的有关事项通知如下。

In order to strengthen the management of postgraduate education  process，and to guarantee the quality of graduate thesis, according to the requirements of“Regulations of the people's Republic of China on academic degrees”and “Guidance on Training Plans of Master Program” (Huzhou University issued [2018] No.43), the University has formulated a series of policies concerning the work of master thesis proposal in 2019, as follows:

一、工作原则

质量原则。研究生学位论文开题论证工作是学位论文撰写的基础，决定着论文的研究方向和质量。研究生及其导师应对选题及前期准备工作有充分的讨论和评估，专家考核小组应认真负责、充分论证、严格把关。

I. Principles of the work

Principle of quality assurance. The assessment of master thesis proposal is the foundation of thesis writing and determines research direction and thesis quality. Master candidates and their supervisors should devote sufficient discussion to the topic selection and reasonable evaluation to the advanced preparation. The Expert Assessment Committee should conduct a responsible, sufficient and strict assessment.  

创新原则。硕士学位论文是硕士研究生创造性成果的集中体现，开题论证时应立足于创新精神，围绕具有价值的科研问题或现实应用技术的发现和解决，要求研究生开展系统科学、规范有效的工作，突出创新性。

Principle of encouraging innovation. A master thesis is an embodiment of innovative achievements of master candidate. The assessment of thesis proposal should focus on the innovative spirit, and highlight the discovery and solution of valuable scientific research issues or practical and applicable technologies. The Expert Committee should require master students to carry out systematic, scientific, standardized and effective research work, while at the same time emphasizing the significance of innovation.

可行性原则。开题论证要考虑从题目大小和难度、研究基础、研究条件、拟解决问题、技术路线等方面进行，防止达不到预期目标。

Principle of ensuring practicability of the research. The proposal assessment should evaluate the size and difficulty of thesis topic, research foundation, research conditions, problems planned to be solved, research methods, etc., to prevent the failure to achieve expected goals.

二、涉及研究生范围

2019级国际研究生及截止目前仍未按学校规定时间完成开题的在校研究生。

II. The postgraduates involved

The objects of this Notice involve international postgraduates registered in 2019, and other postgraduates who have not completed the proposal defense according to the school schedule.

五、开题报告内容

（一）国内外研究综述

An overview of the relevant research findings in and outside China.

1. 选题的理论意义和实际意义

   The theoretical and practical significance of the research topic.

2. 选题的主要内容

   List the main content and research objectives

3. 所要解决的主要问题及研究途径与方法（预期思路或技术路线）

   The main problems planned to be solved,and clarify the research approaches and methods (research ideas and technologies planned to be applied).

   Ⅷ. Additional Conditions

   开题报告论证通过者，其所选题目原则上不得随意更改。如因特殊情况，学位论文题目需作较大更改且涉及研究方向或主要研究内容改变时，需由研究生本人提出申请，并填写《湖州师范学院学位论文题目变更申请表》，经导师签字同意上报所在二级单位学院批准后重新组织开题，开题报告修改时间不少于2个月。

   开题报告两次不通过者，学校按照学籍管理办法相关条款予以退学处理。规定时间内未提交开题报告、不参加开题答辩或申请延期开题均视为放弃当次开题机会。

   Once the proposal has been approved, the research title selected by the candidates can be used as title of the graduate thesis. Upon the successful completion of the defense, in principle, the research title cannot be changed at will. If, due to special circumstances, the title of the thesis needs to be significantly changed, and the research direction as well as main research content also need to be modified, the candidate must submit an application for modification, and fill in “Application Form for Changing the Title of Graduate Thesis of Huzhou University” . The Application Form needs to be signed with approval by supervisor and submitted to the related college for archiving. Another defense meeting should be convened based upon the procedure of proposal defense.

   The Proposal modification time cannot be less than 2 months

   If the proposal fails twice, The school will give the student the result of withdrawal in accordance with the relevant provisions of the school’s student status management method.Students who fail to submit a proposal, do not participate in the proposal defense or apply for a proposal within the specified time shall be deemed to have given up the opportunity to make a proposal.
